Ryan O’Neil Rufus is a seasoned paramedic, EMS instructor, and occupational health officer with over 20 years of progressive experience spanning emergency medical services, public health, and clinical education. A graduate of the University of Essex with a Postgraduate Certificate in Public Health and a candidate for a Master of Science in Acute Medicine at the University of South Wales, Ryan combines academic rigor with extensive field expertise.
Credentials
He is a certified paramedic in both the United Kingdom and the Caribbean, holding registrations through the HCPC and the Caribbean Association of Fire Chiefs (CAFC) EMS Registry. Ryan has held instructional and leadership roles at the University of the West Indies School of Nursing (Mona) and has coordinated a wide range of EMS training programs, including EMT, AEMT, BLS, and ITLS. His background also includes regulatory oversight as an EMS Proctor for CAFC, responsible for credentialing EMTs across the region.

Ryan’s professional experience includes serving with Secamb NHS Ambulance Trust in the UK and the Occupational Health Department of Kingston Freeport Terminal in Jamaica, where he managed clinical services, conducted workplace medical evaluations, and provided emergency medical care in industrial environments.
